Abstract: Many governments are very active in adopting SOA. This is because SOA may address some of the major issues that governments face, particularly the complexities of highly federated organizations that need to present a coherent business process face to their citizens and businesses. In this report, we review the opportunities and challenges.
Backgrounder: What makes the public sector different? Traditionally, public sector services have been subject to some different requirements as compared to commercial services. However, some of these differences may be being eroded by SOA, and commercial services will increasingly take on the characteristics of public sector services, and vice versa. (This potentially means that public sector organizations may be further advanced in some aspects of SOA than most commercial organizations.)
