Abstract: SOA allows Enterprise Architecture to step up to a new and more important role, with new powers and responsibilities. In this article, our main focus is on the ways that Enterprise Architects can exert governance over development (both inhouse and outsourced). We shall also refer briefly to enhanced ways in which the Enterprise Architecture role becomes more visible and meaningful to the business.
Backgrounder: Technology is changing the balance of power between the enterprise architect and the developer. There is also a shift in the relationship between the enterprise architect and the business, and (more abstractly) between the business and the business environment. As the architect can exert more influence on the developer, so the business can rely more on the architect. The architect can now be granted more authority and responsibility by the business. In this report we identify four types of governance, with four entirely different technical and organizational requirements. - Run-time governance - Design governance - Asset governance - Management / programme governance
